Some claim that only the government structures can solve a shortage of available accommodations for the underprivileged segment of society. Though private corporations could be partly helpful, the primary responsibility for this action should be laid on the shoulders of public organizations.

On the one hand, private developers accumulated the bulk of solid capital; however, both global and local private real estate developers often created luxury projects to satisfy affluent clients' needs, including spacious apartments downtown and expensive, creative houses with pools and courts. Such accommodations will push poor urban dwellers out of town into the suburbs, leading to more slums and exacerbating current housing problems. A vivid example of such a dire trend can be observed in all Asian countries, such as India or China, where most ordinary people live in poor conditions and suffer from a lack of basic domestic things.
