Professor: Next, we'll discuss methods to reduce traffic in urban areas. One popular approach in recent years has been congestion pricing. This involves charging drivers a fee to enter high-traffic areas during peak periods. Congestion pricing has been shown to reduce traffic, but not everyone believes it's a good idea. What do you think? Should cities institute congestion pricing? Why or why not?
Patricia: I believe this is a reasonable approach to urban planning. After all, it shifts the financial burden to those who are actually causing the problems associated with heavy traffic. Drivers create safety problems and generate a lot of noise in cities during peak periods, so they should be the ones who pay to solve them, not people who don't use cars in the first place.
Todd: Personally, I'm concerned that congestion fees are not a fair tax. Wealthy drivers can easily afford these fees and will continue to drive whenever they want. On the other hand, poor and working-class people will have a harder time covering the expense and will suffer more than their wealthy neighbors. For this reason, we should seek another solution to the problem of heavy traffic.
